I just acquired an original copy of this magazine that carries a transcript of Clement Attlee's speech immediately prior to King George VI signing the Royal Warrant providing for the formation of the Regiment on February 1st 1942. The .pdf attached contains the cover and the relevant pages. It is now stored in my fire safe...
